This problem started simply with My Office apps and WL apps having generic program icons rather than specific. Investigation led to the fact that the icon file was 'not found'. The path showed %systemroot%installer directory. Even though I have 'don't hide system stuff' turned on, explorer does not show the directory. However, a command window listing does show it. There are a couple of items in there, but not like what it should be.
I've been reading up on possible problems/fixes and I think I know what caused it. During setup of this new pc (dell xps 8000, win7 64 ult), I went around to several places and 'took ownership' of various directories (am in admin group). I wanted to be able to bring over stuff from my old pc and put them wherever I wanted to. I recalled with vista having problems and needing ownership, so I (erroneously?) assumed might be good idea to do same here. I guess I did that to the c:windows folder and maybe that started problems. (I have another less likely theory on a root cause, but this post is long enough so will hold off on that for now)
Another symptom I've got is that Event Viewer cannot open the Security log. 'The instance name passed was not recognized as valid by a WMI data provider (4201)'.
Upon reboot there are other errors in the event log too. I'm sure some services are not running that should be. There was one (forget which one) that seemed key and I manually started it but next I looked, it was stopped.
So as far as resolution, there are several restore points available, but of course, I'm not sure when this problem happened and I want to undo as little as possible.
(When I started this massive migration effort, I was real good about jotting down everything I did re setup, but that valiant effort dwindled...). I've never done a system restore before and I'm a little hesitant if I run into troubles.
If my suspicion is correct about the root cause of the problem, I was thinking maybe just invoke the Previous Version of Windows folder. I explored the offered versions and looked at properties/ownership and found the most recent one where the ownership was original.
The latter is my preference (least invasive?) attempt for a fix, but I have a feeling it may have trouble restoring the previous version of such an important folder while everything is running. I might end up in an inconsistent state and get in real trouble.

It is a default icon assigned to all MSI packages by the OS. You can change the default icon for all MSI packages in the system registry, but this is most likely not what you're trying to do. You should add this. The whole top banner image should be added.
Windows Installer Icon File Name
Make sure its in the correct size and it must be a bitmap image.

You are showing an image of the Top Banner if you want to change that, you need to create a 493 × 58 bitmap, that will serve as the background layer for the dialogues titles and texts.
So add this line in the Product element:
